This volume deals with the prospects for peaceful change, human rights and state-building in the Horn of Africa. There are few regions in the world that are more in need of peace and human security, yet prospects are threatened by numerous sources of conflict: the incomplete Sudan peace process; the still unresolved dispute between Ethiopia and Eritrea; the lack of a state in Somalia; and the ongoing conflict between the Government of Uganda and the Lord's Resistance Army. The authors try to address root causes to internal and regional conflicts in the Horn and assess prospects for peace and human security against the backdrop of monumental development challenges. Most of the contributions are based on a symposium held in Bergen at the occasion of the annual Thorolf Rafto Prize for Human Rights on 30 October, 2003. The book is published in cooperation with the Rafto Foundation for Human Rights.
